To work with Google AdX, you must be currently using Google Ad Manager. Google doesn’t explicitly list qualification requirements for the platform, but reports note that publishers must have no prior content violations.

To access Google AdX, connect with your Google account manager. If you have over 5 million page views and 10 million ad impressions per month, a representative from Google will likely reach out to you to suggest Google AdX. 

Alternatively, you can access Google AdX by working with a trusted ad monetization and Google Certified Publishing Partner (GCPP) such as Playwire.
